How do I know which has more power? Horse power or amps?

I'd recommend checking the amp value first. Horsepower is often provided as a peak value which can be misleading, and is sometimes used by companies as a gimmick to sell something. The easiest indication of how powerful a motor is, is by comparing vacuum cleaner amp ratings.
